How did the Commercial Internet started anyway?

Prior to 1992, the "internet" was a network based on the DARPA network, and was used by universities and UNIX administrators - for research purposes only. Advertising was not allowed, this included mass-mailings, distribution lists, and abuse of usenet newsgroups. Discussions on usenet were often heated, but always uncensored.

In 1991, the Bush [I] administration decided to cut the funding for what had become known as the National Science Foundation (NSFnet), but agreed to fund links between the major nodes, to protect the DOD network from an increasing number of Windows users who were passing out trojans without knowing it.

A group of UNIX administrators, among them Carl Menges, decided that they would take on getting funded by the private sector. They approached local businesses and offered them support for what would later be called Open Source Software
